وزير الشؤون الخارجية التونسية يلتقي نظرائه من من الدول الإفريقية

أيسك.. واصل السيد محمد علي النفطي، وزير الشؤون الخارجية والهجرة والتونسيين بالخارج، لقاءاته مع نظرائه من وزراء خارجية الدول الإفريقية، بالإضافة إلى رئيس المفوضية وكبار المسؤولين في الاتحاد الإفريقي، حيث تباحث معهم حول مختلف القضايا المطروحة على جدول أعمال هذه الدورة، والتي تشمل الجوانب الأمنية والاقتصادية والاجتماعية والإدارية والمالية، إضافة إلى مسائل الحوكمة والتنمية المستدامة.

وفي هذا السياق ، عقد الوزير جلسة عمل مع نظيره الإثيوبي السيد غيديون تيموثيوس، وزير الشؤون الخارجية لجمهورية إثيوبيا الديمقراطية الفيدرالية، تدارس فيها الجانبان آفاق التعاون بين البلدين، لا سيما في المجال الاقتصادي والتجاري، وتبادل الخبرات في قطاعات السياحة، والطاقات المتجددة، والصناعات الغذائية. كما اتفقا على تنظيم اللجنة المشتركة التونسية الإثيوبية خلال السنة الحالية بأديس أبابا، والتحضير الجيّد لها تأمينًا لنجاحها.

وشكّلت جملة المحاور المتصلة بالأمن والسلم والتنمية المستدامة، المطروحة على جدول أعمال المؤتمر الوزاري والقمة الإفريقية، مسائل تمّ التداول بشأنها بين الوزيرين، حيث سُجّل تطابق وجهات نظرهما حولها.

ونوّه الوزير بالجهود الإثيوبية من أجل تحقيق المصالحة الوطنية والوئام في المنطقة المجاورة.

كما أكّد الوزير، بالخصوص، على أن الأمن والسلم لا يتجزّآن، وأن المسألة الفلسطينية لا تزال تشكّل مصدر قلق وانشغال كبيرين، مما يستدعي دعمها ومساندتها في الإطار الإفريقي باعتبارها قضية عادلة، تمثل اختبارًا حقيقيًا لالتزام المجتمع الدولي بمبادئ حقوق الإنسان والعدالة الدولية، وتتطلب حلًا شاملًا ودائمًا تساهم فيه المجموعة الدولية.

وعلى صعيد آخر، ألقى الوزير مداخلة أمام المجلس التنفيذي وجّه من خلالها الرسائل التالية:
• الترحيب بمحور الاتحاد الإفريقي لسنة 2025 تحت شعار “العدالة للأفارقة وللأشخاص من أصل إفريقي من خلال التعويضات”، والتأكيد على أن العدالة التصالحية فيما يتعلق بالجرائم التاريخية والفظائع المرتكبة ضد الشعوب الإفريقية تمثل ضرورة أخلاقية وسياسية، بالإضافة إلى تجديد التزام تونس بدعم الجهود المشتركة لتحقيق العدالة الاجتماعية والاقتصادية داخل القارة وتعزيز دور الاتحاد الإفريقي في هذا المجال.
• أهمية الإصلاح المالي والإداري للاتحاد الإفريقي وضرورة تبنّي سياسات تقشفية وإجراءات رشيدة في إدارة موارد الاتحاد، في ظل التحديات الاقتصادية العالمية الراهنة، بالإضافة إلى أهمية تعزيز الشفافية والمساءلة داخل مفوضية الاتحاد الإفريقي، خصوصًا في مجالات التوظيف، وإدارة الموارد المالية، والمشتريات.
• تعزيز الشراكات الدولية والتشاور السياسي حولها بالإضافة إلى أهمية تقييم ومتابعة نتائج هذه الشراكات بما من شأنه أن يحقق المنافع المتبادلة ويخدم أهداف التنمية المستدامة في القارة، علاوة على أهمية التشاور السياسي مع الشركاء الدوليين بشأن القضايا الجيوسياسية الراهنة، وعلى رأسها القضية الفلسطينية العادلة، باعتبارها قضية حقّ وشرعية تاريخية، تستدعي التزامًا دوليًا لإنهاء الاحتلال، وتحقيق تطلعات الشعب الفلسطيني في تقرير مصيره وإقامة دولته المستقلة.
• تثمين دعم الدول الافريقية الشقيقة للمبادرة التونسية “العدالة الاجتماعية في إفريقيا: تعزيز التقدم الاقتصادي والاجتماعي والبيئي الذي يركز على المواطن”، والتي تم إدراجها ضمن أولويات الاتحاد الإفريقي.

Dans le cadre de sa participation à la 46ème session du Conseil Exécutif de l’Union Africaine (UA) à Addis Abeba, M. Mohamed Ali Nafti, Ministre des Affaires Etrangères, de la Migration et des Tunisiens à l’Etranger, a poursuivi ses rencontres avec ses homologues les Ministres des Affaires Etrangères des pays africains, ainsi qu’avec le Président de la Commission et les Hauts responsables de l’UA, où il a examiné les différentes questions inscrites à l’ordre du jour de cette Session, notamment les aspects sécuritaires, économiques, sociaux, administratifs et financiers, ainsi que la gouvernance et le développement durable.
Dans ce contexte, le Ministre a tenu une séance de travail avec son homologue éthiopien, M. Gideon Timothéus, Ministre des Affaires Etrangères de la République Fédérale démocratique d’Ethiopie, au cours de laquelle les deux parties ont examiné les perspectives de coopération entre les deux pays, notamment dans le domaine économique et commercial, ainsi que l’échange d’expertise dans les secteurs du tourisme, des énergies renouvelables et des industries agro-alimentaires. Il a été également convenu d’organiser la Commission mixte tuniso-éthiopienne cette année à Addis-Abeba et de veiller aux préparatifs nécessaires à sa réussite.
Un certain nombre de thèmes liés à la sécurité, à la paix et au développement durable figurant à l’ordre du jour de la conférence Ministérielle et du Sommet africain ont été abordés par les deux Ministres, dont les points de vue se rejoignent.
Le Ministre a salué les efforts de l’Éthiopie pour apporter la réconciliation nationale et l’harmonie dans la région voisine.
Le Ministre a également souligné que la paix et la sécurité sont indivisibles, et que la question palestinienne reste une source de grande préoccupation et d’anxiété, qui nécessite un soutien et une assistance dans le cadre africain en tant que cause juste qui représente un véritable test de l’engagement de la communauté internationale envers les principes des droits de l’Homme et de la justice internationale, et qui nécessite une solution globale et durable à laquelle la communauté internationale contribue.
Par ailleurs, le Ministre a adressé au Conseil Exécutif les messages suivants :
– Se féliciter du thème 2025 de l’UA « Justice pour les Africains et les personnes originaires d’Afrique à travers les indemnisations », et souligner que la justice corrective en relation avec les crimes historiques et les atrocités commises contre les peuples africains est un impératif moral et politique. Renouveler l’engagement de la Tunisie à soutenir les efforts conjoints pour réaliser la justice sociale et économique au sein du continent et renforcer le rôle de l’UA dans ce domaine.
– L’importance de la réforme financière et administrative de l’UA et la nécessité d’adopter des politiques d’austérité et des mesures rationnelles dans la gestion des ressources de l’Union, à la lumière des défis économiques mondiaux actuels, ainsi que l’importance de renforcer la transparence et la responsabilité au sein de la Commission de l’UA, en particulier dans les domaines du recrutement, de la gestion des ressources financières et des marchés.
– Renforcer les partenariats internationaux et la consultation politique à ce sujet, en plus de l’importance de l’évaluation et du suivi des résultats de ces partenariats de manière à obtenir des avantages mutuels et à servir les Objectifs du Développement Durable sur le continent, en plus de la consultation politique avec les partenaires internationaux sur les questions géopolitiques actuelles, au premier rang desquelles la juste cause palestinienne, en tant que question de droit historique et de légitimité qui nécessite un engagement international pour mettre fin à l’occupation et réaliser les aspirations du peuple palestinien à déterminer son propre destin et à établir son État indépendant.
– Apprécier le soutien des pays africains frères à l’initiative tunisienne «Justice sociale en Afrique : Promouvoir le progrès économique, social et environnemental centré sur le citoyen», qui a été inscrite parmi les priorités de l’Union africaine.

In the framework of his participation in the 46th session of the Executive Council of the African Union (AU) in Addis Ababa, Mr. Mohamed Ali Nafti, Minister of Foreign Affairs, Migration and Tunisians Abroad, pursued his meetings with his counterparts of Foreign Ministers of African countries, in addition to the Chairperson of the Commission and senior officials of the AU, where he discussed with them various issues on the agenda of this session, including security, economic, social, administrative and financial aspects, as well as governance and sustainable development issues.

In this context, the Minister held a working session with his Ethiopian counterpart, Mr. Gedion Timothewos, Minister of Foreign Affairs of the Federal Democratic Republic of Ethiopia, in which the two sides discussed the prospects of cooperation between the two countries, especially in the economic and trade field, and the exchange of experiences in the tourism, renewable energies, and food industries sectors. They also agreed to organize the Tunisian-Ethiopian Joint Committee this year in Addis Ababa, and to conduct adequate preparations to ensure its success.

Security, peace and sustainable development, which are on the agenda of the ministerial conference and the African Summit, were among the topics discussed between the two Ministers, where their views converged.

The Minister praised Ethiopia’s efforts to achieve national reconciliation and harmony in the neighboring region.
The Minister also emphasized that peace and security are integral, and that the Palestinian question remains a source of great concern and anxiety, which requires support and assistance within the African framework as a just cause that represents a real test of the international community’s commitment to the principles of human rights and international justice, and requires a comprehensive and lasting solution to which the international community contributes.
The Minister addressed the Executive Council with the following messages:
* Welcoming the AU’s 2025 theme “Justice for Africans and People of African Descent through Compensations,” emphasizing that reconciliation justice regarding historical crimes and atrocities committed against African peoples is a moral and political necessity, in addition to renewing Tunisia’s commitment to support joint efforts to achieve social and economic justice within the continent and to strengthen the role of the AU in this field.
– The importance of financial and administrative reform of the AU and the need to adopt austerity policies and rational measures in the management of the Union’s resources, in light of the current global economic challenges, in addition to the importance of enhancing transparency and accountability within the AU Commission, especially in the areas of recruitment, financial resources management, and procurement.
– Strengthening international partnerships and political consultation on them, in addition to the importance of assessing and following up on the results of these partnerships in a way that would achieve mutual benefits and serve the goals of sustainable development in the continent, in addition to the importance of political consultation with international partners on current geopolitical issues, on top of which is the just Palestinian cause, as a matter of historical right and legitimacy, which requires an international commitment to end the occupation and achieve the aspirations of the Palestinian people to determine their own destiny and establish their independent state.
– Appreciating the support of brotherly African countries for the Tunisian initiative “Social Justice in Africa: Promoting citizen-centered economic, social and environmental progress”, which has been included among the priorities of the African Union.
